Toronto Lead Pipe Replacement Program
The City of Toronto is actively working to eliminate all lead water service lines. The water service pipe is divided into two parts: the City-owned portion, which is from the water main to your property line, and the homeowner-owned portion, which is from the property line into your home. If you’ve recently purchased a pre-built home and notice red piping, act now and call AquaRescue! It is the responsibility of the homeowner to replace their section. If you replace your side, you can apply to have the City replace its side on a priority basis.
Call AquaRescue to replace your side first. Afterward, apply to have the City replace its side. You’ll need to provide proof of your replacement, such as an invoice or inspection report.
Once your lead pipes have been replaced, coordinate with the City’s contractor to replace both sides simultaneously. The cost of your portion however is your responsibility.
If you’re unable to replace lead pipes immediately, Toronto offers a Faucet Filter Rebate Program. This program helps low-income households reduce lead exposure while they wait. Eligible residents (including households with young children or pregnant women) may receive rebates for NSF-053 certified filters or cartridges. It’s a temporary solution — not a replacement — for full pipe replacement. To qualify, you must:
- Have a child under six and/or a pregnant woman in the home,
- Live in a single-family, duplex, or triplex building, and
- Have an annual household income of no more than $50,000.
Health Risks of Lead Pipes
Lead pipes don’t just age poorly — they leach. When water sits in lead plumbing, especially overnight, it can absorb lead particles and carry them straight to your tap.
Even small amounts of lead can cause long-term harm. That’s why immediate replacement (not just filtering) is extremely important as soon as lead pipes are confirmed.

- Lead Pipe Replacement – Next, we look to replace your pipes using trenchless technology (where possible), causing minimal disruption to your property. Where trenchless isn’t possible, we’ll walk you through options and timelines. The lead pipes will be replaced with PVC , C-PVC or Type K copper options.
- Backfilling & Site Restoration – Once your new pipe is in place, we backfill the trench with clean fill and compact it to prevent sinking. If any hardscaping or landscaping was disturbed, we restore the area as neatly as possible.
- Final Testing – Post-installation, we conduct pressure tests and flush the system to make sure your new piping is performing well.
